Adoption pathway is a modifier, never standalone; counts as adaptation when the intervention, output, or outcome being made available, accessed, adopted, used, or scaled is itself adaptation-specific or hazard-addressing; NOT adaptation when the thing adopted or scaled is a generic (non-adaptation) technology, product, or practice.
